Ill believe it when I see it, but this would be awesome if implemented correctly. I'll wait to see how they define 'mitigating circumstances', and how far they'll bend over backwards to find them for the USC's and OSU's of the world.

Agreed. There are maybe a dozen "lifeblood" football programs that I suspect will always get special treatment when caught, but then to show the NCAA means business if some second or third tier program like say MSU, Iowa or Illinois gets nailed, it might as well be a death sentence. Additionally, if OSU got neutered, we might as well just rename our conference the Big 12 because that's what it would become in terms of TV draws, bowl slotting (other than the Rose), etc.
