If this is a serious question, the answer might be yes. It's become a common thing in recruiting. Fast forwarding the tape for running backs and receivers is more common among high school kids, but Jucos probably do it too. You have to realize that these kids have the video highlights put together for them, and they have some control. They can put the tape on a x1.1 speed or something like that, making them look much faster. My college team recruited a kid to play receiver and his high school film was unreal. We learned that he sped up the tape though. He ended up quitting for what it's worth.
The thing about it though, is that it truly makes the prospect look faster. But it makes everyone look faster. I've also heard that really good editors can speed up the tape at specific times, when someone is breaking away down the sidelines...then it becomes fast-forwarded.
