Off Topic is currently located in purgatory...a mere shell of what it once was...and you have to join it to see it.
Go to your "My Cpanel" top right of your screen in the gold bar...then on the left side of the page in the section that says "Networking" click on "Group Memberships" and join "Off Topic".
