I think that's a slam. By rule the offensive wrestler is required to return him in a safe manner. Paulus lifted him in the air then drove him into the mat. Had he lifted him and came down straight with him it would have been fine. I think the fact that he was driven in to the mat made it a slam. I have seen worse not called, but that doesn't make this one the wrong call.

It has nothing to do with his knee being down. It was called because he drove him in to the mat.
